01 · THE TWO-LAYER DECISION
The rule tells the evaluator what to judge.
The answer determines how hard that judgement feels.
Select the stage and room condition. Formal duties remain fixed; the useful bidder response changes because evidence, time and implementation risk are not always equally visible.
Workload, evidence location and professional lenses can produce different first readings.
Time is proportionate; evidence is locatable; roles are clear.
Reduce effort: criterion, claim, proof, consequence and owner in the order the question needs.
The middle layer is never a claim about a real evaluator’s mood or private thought. It is a disclosed scenario used to ask better questions and make the submitted evidence easier to assess.
02 · ONE ANSWER · DIFFERENT DUTIES
Disagreement does not automatically mean unfairness.
Specialists can read the same paragraph through different responsibilities. Select a reader to see the question they carry and the avoidable friction a well-designed answer can remove.
Cabinet Office guidance explicitly anticipates evaluators giving different scores to the same response and describes moderation as the route to one justifiable consensus score—not a simple average.

Mirror the criterion
Let the evaluator see where each requirement is answered without translating your structure.
Put proof beside the claim
State scope, recency and relevance so confidence does not depend on reputation alone.
Name the mechanism
Explain who does what, when, with which control and what happens when the plan departs.
Expose assumptions
Make dependencies and exclusions visible before they become clarification or contract risk.
Design for moderation
Give different specialists one traceable reason they can defend against the same criterion.
Transfer the promise
Carry owners, measures and acceptance tests into mobilisation so the decision survives award.
