Every word
must do a job.

Requirements enter. Evidence aligns. Buyer confidence forms. This room isolates the craft of competitive writing from the wider work of sourcing, pricing, negotiation and delivery.

No inflated claim.

Analyse, plan, draft, evidence, edit, design, localise, produce and release the response.

AFTEREvaluation & delivery

The submitted answer becomes evidence for a decision and, if awarded, a promise that delivery must inherit.

01 · THE LIVING SENTENCE

A paragraph is a controlled assembly.

Choose a function. The sentence does not change; its job becomes visible.

The authority needs a controlled transition with no interruption to service. We will establish one transition control room and an agreed cutover sequence. The team will baseline dependencies, rehearse the cutover and release each gate only after evidence is accepted. The Transition Director owns the plan; named workstream leads own each dependency.A daily exception review, acceptance register and rollback threshold control deviation. The approach was used across 14 comparable migrations, with all priority services accepted before cutover. This protects service continuity and gives the authority an inspectable release decision. The evaluator can see who acts, what is checked and what happens if readiness is not proven.

02 · THE EVIDENCE STACK

Make every word earn its space.

This teaching instrument reveals what happens when proof competes with decoration inside a fixed word limit. It is not a procurement score.

03 · THE PROPOSAL GENOME

1,017 activities.
15 connected families.

The catalogue is comprehensive within the commissioned writing scope. It does not silently absorb the rest of the bid lifecycle.

Read the taxonomy scope and limitation

Writing activities and written artefacts used to analyse, plan, draft, evidence, edit, design, localise, produce and submit competitive responses.

Opportunity sourcing, account development, pricing ownership, negotiation, mobilisation and delivery remain in their existing rooms unless they produce a written proposal artefact.

The vocabulary is a commissioned professional taxonomy, not a universal standard, frequency ranking or claim that every jurisdiction uses the same term.

04 · THE ANSWER X-RAY

Read the same answer through eight lenses.

Select a lens. The highlighted words show where the answer performs that function—and where an evaluator would otherwise have to infer it.

Our Transition Director will agree the service baseline and cutover sequence with the authority during mobilisation. Named workstream leads will record every dependency, owner, acceptance test and rollback threshold in the joint register. The daily exception review will stop release where a priority dependency lacks accepted evidence. Across 14 comparable migrations, all priority services were accepted before cutover. This protects continuity at release and gives the authority an inspectable go/no-go decision.

05 · REVISION THEATRE

Revision changes the decision path—not merely the grammar.

Move through three retained states of the same fictional input.

We have a really robust transition process. The team has done lots of migrations and will work closely with the client. Risks are reviewed regularly and any issues are escalated.

06 · THE EVALUATOR’S EYE

Strong content can still hide from the reader.

Switch format while the meaning stays fixed. The step trace shows how many visual moves the reader must make to locate method, owner, evidence and outcome. It is a navigation demonstration, not a human-performance experiment.

Transition and continuity

During mobilisation, our Transition Director will agree the service baseline and cutover sequence with the authority. Named workstream leads will record every dependency, owner, acceptance test and rollback threshold in the joint transition register. The daily exception review will stop release where a priority dependency lacks accepted evidence. This gives the authority an inspectable go/no-go decision and protects continuity at cutover.

08 · CURRENT SOURCE-LANGUAGE PULSE

The market changes what the writer must make visible.

Calculated from covered structured public procurement releases. One accepted lifecycle value is retained per OCID; missing and held values are not inferred. Mention counts identify language present in the covered releases; they do not establish evaluation weight, buyer intention or a recommended writing formula.

The laboratory performs simple, disclosed checks on this device. It sends nothing to this site, stores nothing and does not assess compliance, quality or likelihood of award.

Paste a question and draft to reveal word count, command-verb coverage, evidence language and flagged decoration.

Exact rules: words are whitespace-separated tokens; command verbs are matched from a published finite list; evidence markers and weak phrases are literal text matches. Human review remains necessary.

11 · DIAGNOSTICS, NOT VERDICTS

Every number exposes its rule.

These instruments help a writer inspect a draft. They do not model an evaluator, procurement score or probability of award.

12 · SOURCES, METHOD AND REVISION

The instrument ends where verification begins.

Official sources define the selected public-procurement boundaries. The 1,017-term Proposal Genome is an original commissioned taxonomy and is separately labelled as such.

The page separates three evidence states: official public rules and guidance; current language observed in the site’s covered procurement releases; and an original professional taxonomy supplied and structured for this Observatory. None is presented as a universal writing standard.

Scheduled freshness: the current language pulse inherits the existing Observatory collection and deployment windows. The taxonomy changes only through reviewed source control so a live feed cannot silently redefine professional practice.

Corrections and material revisions are recorded through the site’s normal release history. Browser-laboratory text is not transmitted.
