The Service Standard assesses the service, not the elegance of a tender response. Contracted components remain part of the whole service and cannot be hidden behind supplier boundaries. Source-bounded interpretation: no certification, protected text reproduction or award prediction.
LIVING EXPERIMENT · SERVICE
A citizen journey crosses organisational channels. Internal boundaries create breaks; user research, accessibility and live performance reconnect the whole problem.

Cross-government guidance developed for discovery, alpha, beta, live and proportionate assessment.

Point 14 guidance now explicitly requires human oversight of quality assurance and monitoring of user outcomes and ethical issues such as bias.
Meeting a tender description of the standard does not establish assessment success. The real team, service, users and operating evidence must withstand review.

Prepare phase-appropriate assessment evidence and use findings to iterate.
BEFORE × INTERVENTION × AFTER
A fictional supplier responds to a procurement for redesign, build and live operation of a high-volume licensing journey.
A worked evidence map, not a GDS assessment result.
The bid optimises the online form, excludes call-centre and casework failure, and describes accessibility and open standards as post-award tasks.
The team maps the whole journey, researches assisted users, tests prototypes, changes commercial scope and designs assessment and live evidence.
The offer links each of 14 points to named evidence, team capability, contract dependency and an operating measure.
